1919/20.

Hong Kong.

Cost of Garrison 1919-20.

I am to explain that the high rate of cost disclosed in 1919/20 arises from several new circum- stances, some of them of only temporary duration. Among these may be mentioned the charge for Exchange Compensation due to the high exchange value of the dollar, the bonus granted to the troops under Army Order 1 of 1918, the increase in the rates of pay of the Army generally from 1st July 1919, and War Gratuities.
